Part 1. General understanding and essence of digital transformation according to experts. The principles and values of Singapore in digital transformation implementation
Key idea:

digital transformation of Singapore is aimed at improving the quality of life in society. These are consistent state reforms in the areas of health, education, transport, housing and utilities, which are carried out primarily with care for citizens. Public administration of Singapore is not only a high-tech service: every public sector worker shares the mission and values of serving citizens wholeheartedly, creating new opportunities in the digital world for Smart Nation.

Questions for part 1:

1) What makes the mission and goals common for government employees, businesses, social services, and institutions?
2) What is primary: transformation of thinking or digital transformation of technologies? How is it necessary to transform the management culture so that technologies "take root" and fall on prepared ground?
3) The basic principles of digital public administration are the following:

a. Intuitive, easy to use and relevant to the needs of digital services.

  • How does it happen that services which are based on digital technologies very quickly become an unnoticeable and natural part of people's daily lives?
  • What technologies are used to design services that meet people's needs?
  • What technologies do allow to develop services that take into account all the needs of citizens?
  • What are the plans for further improvement of services?
b. You need to provide information or request assistance only once, since the data will be transmitted to the relevant state authorities.

  • How was it possible to implement cooperation between various authorities and optimize processes?
  • How to avoid mistakes in communication?
  • What is the regulatory framework that allows authorities to transfer data to each other? Is there a common state database of citizens? How is access to the data implemented?
c. Data security.

  • How is the information security technology implemented? What are its basic principles? What technologies are used? How do they work?
4) The strategy for creating a digital government includes:

  • Integration of services around the needs of citizens and businesses.
  • Creation of a common digital platforms and data platforms.
  • Operation of reliable, fault-tolerant and secure systems.
  • Increasing of digital capabilities to drive innovations.

Co-creation together with citizens and businesses, as well as promoting technology adoption.

  • What is the role and place of digitalization in maintaining and enhancing Singapore's competitiveness?
  • Ethics: the introduction of digital public administration creates a number of ethical problems such as total surveillance, the use of citizen data without their knowledge. What are the values and priorities of public administration and how do they help to meet ethical challenges?
  • What social technologies do allow to implement the strategy? How is the interaction of government, society, and business organized?
  • What social technologies do allow to implement the strategy? How is innovation development organized? Which organizations are involved in innovation development? How are innovations integrated into the public sector?
  • How is the mechanism of public-private partnership organized and implemented?
  • How does the state encourage private investment and large investment companies to develop the technology sector?
  • How do the platforms and services work? What principles are they based upon?
  • Are there any strategies for development of platforms that play the role of digital economy infrastructure (banking, trade, logistics, service), for example: do everything on your own, partner with other countries and technology companies, develop in partnership, etc.?
  • What makes them safe and reliable?
  • What are significant projects being implemented now?
  • What steps are planned for the next 3-5 years?

Part 2. Conditions for the success of digital transformation: eradication of corruption, education, financial system, improving business conditions
Eradication of corruption.

Key idea:

The fight against corruption, along with increasing the salaries of public sector workers, has made it possible to create a decent and honest government, where employees strive to do their work efficiently to improve the well-being of citizens. The fight against corruption ensured the legality of actions and decisions, and excluded cases of negligence and carelessness of public sector workers.

- What are the principles public sector workers are currently being guided by and how was that achieved?
- Are tough authoritarian measures against corruption effective?
- The fight against corruption in Singapore combines a set of solutions: punishing corruption, improving the welfare and quality of life of public sector workers, education and selection of potential employees. What role does digitalization play in these three components? What digital technologies are used to support this system?
- How does the anti-corruption legislation work? What are the mechanisms of its work?

Education system.

Key idea:

Singapore's education system combines academic rigor of consistent traditional study of academic knowledge, and the variability of educational trajectories and transitions between levels of education. The principle of the education system is to provide students with a wider choice to meet their different interests and ways of learning. Being able to choose what and how they learn will encourage them to become more proficient in their learning.

  • How does digitalization contribute to the development of the education system?
  • Do you consider learning as the basis of the education system, or should the focus be on developing students ' competencies, such as creativity, criticality, etc.?
  • How does the variability of the education system contribute to the development of latent talents of students?
  • How hard is it for students to study and pass exams?
  • How does startup acceleration work? What support measures are being implemented? What results have been achieved?
